SESAR Solution Cost Benefit Analysis

The SESAR Solution Cost-Benefit Analysis (CBA) framework assesses the economic viability of air traffic management (ATM) innovations across Europe. It evaluates whether the monetised benefits of implementing a SESAR Solution exceed its total costs over a defined period. The analysis considers key stakeholders, including airspace users, airports, air navigation service providers, and the Network Manager. Benefits quantified include efficiency gains such as reduced delays, fuel savings, increased capacity, and improved predictability, while costs cover capital investment, deployment, and operational expenses. Net Present Value (NPV) is the primary decision metric, supplemented by qualitative assessment of strategic or resilience benefits. SESAR’s CBA forms part of a broader performance evaluation, integrating operational performance, safety, environmental, and economic impacts to guide deployment decisions and support the modernisation of Europe’s air traffic management system.
