Cost–Benefit Analysis (CBA) of environmental projects within hydropower evaluates whether mitigation, enhancement, or restoration measures generate net social benefits over the project lifecycle. These measures may include environmental flow releases, fish passages, watershed rehabilitation, sediment management, biodiversity offsets, and livelihood restoration programs.
Costs typically cover capital investment, operation and maintenance, monitoring, compliance, and opportunity costs such as reduced electricity generation from environmental flow requirements. Benefits may include improved water quality, enhanced fisheries, flood regulation, carbon sequestration, reduced sedimentation, and stronger community resilience. Many of these benefits are valued using market prices, avoided damage costs, replacement costs, or willingness-to-pay approaches.
Given hydropower’s long lifespan, analysis applies appropriate discount rates and sensitivity testing to reflect uncertainty in hydrology, climate, and ecological response. Decision metrics such as Net Present Value and Benefit–Cost Ratio help determine whether environmental investments improve overall project sustainability and economic efficiency.
