David Kiprop, Managing Director

David Kiprop is a Sovereign Public Investment Management (SPIM) Specialist with deep experience in building state authority over public investment systems. He holds a Bachelor of Science in Applied Statistics with Information Technology from Maseno University and a Master’s degree in Project Management from Jomo Kenyatta University of Agriculture and Technology. Mr. Kiprop has played a leading role in shaping national public investment governance, including the drafting of Public Investment Management (PIM) Guidelines and the establishment of the institutional and governing architecture for Public Investment Management. His work has focused on restoring discipline, coherence, and sovereignty in how public investments are identified, appraised, approved, and monitored. He has also led the development of the General Project Appraisal Manual, embedding state-defined appraisal logic and decision criteria into the investment process. As a key business and technical lead, he contributed to the design and rollout of the Sovereign Public Investment Management Information System (SPIMS), ensuring that project data, approvals, and performance tracking remain under unified public control. In addition, Mr. Kiprop has facilitated capacity-building initiatives across ministries, state departments, and agencies, strengthening in-house public sector expertise and reducing reliance on external advisory regimes. Through this work, he has consistently advanced sovereign, state-led public investment management as a cornerstone of national development and economic self-determination.
